The 31st Judicial Circuit Commission (Greene County) is accepting applications for an associate circuit judge vacancy created by the appointment of Judge Jason R. Brown to the circuit bench. Applications must be received by 5 p.m., September 9, 2015.

Citizens are encouraged to nominate well-qualified candidates for the Commission’s consideration. The Missouri Constitution, Article V, Section 21, requires that an Associate Circuit Judge be at least twenty-five years old, licensed to practice law in Missouri, a citizen of the United States for at least ten years, a qualified voter of Missouri for the three years preceding selection, and a resident of the 31st Judicial Circuit for at least one year. Nominations should be submitted to the contact person listed below.

The commission will decide at a later date how many applicants will be interviewed. The commission will conduct public interviews on September 24 and 25, 2015, if necessary, beginning at 9:00 a.m. on each date. The commission will then select a panel of three nominees for the vacancy from the applicants who will be interviewed. Thereafter, Governor Nixon will have 60 days to appoint one of the three nominees as the associate circuit judge.

Members of the commission are Mary W. Sheffield, chief judge of the Missouri Court of Appeals, Southern District; attorneys Steven B. Garner and Andrew K. Bennett; and lay members Steven Stepp and Joann Hosmer.

The 21st Judicial Circuit Commission (St. Louis County) is accepting applications for a circuit judge vacancy created by the retirement of Judge Richard Bresnahan. Applications must be received by each commissioner no later than 5 p.m. August 24, 2015.

The commission encourages qualified individuals to apply for judicial office. Qualifications for circuit judges may be found in article V, section 21 of the Missouri Constitution. The selection and retention of judges in St. Louis County is governed by the Missouri Plan, also known as the Missouri’s Non-Partisan Court Plan. In accordance with the Rules 10.28 and 10.29, candidate interviews will be conducted publicly.

Gov. Jay Nixon announced the appointment of Jason R. Brown as circuit judge for the 31st Judicial Circuit, which covers Greene County. The position was created by the retirement of Hon. J. Dan Conklin.

Brown has served as associate circuit judge for the 31st Judicial Circuit since January 2005. He was one of three applicants submitted to the governor by the 31st Circuit Judicial Commission under the Missouri Plan.

Gov. Jay Nixon announced the appointment of Nicole Colbert-Botchway as associate circuit judge for the 22nd Judicial Circuit, which covers the City of St. Louis. She will fill a vacancy created when Christopher E. McGraugh was appointed as circuit judge. Colbert-Botchway is currently an Administrative Hearing Commissioner for the State of Missouri.

Gov. Jay Nixon appointed James M. Dowd to serve as a judge for the Eastern District of the Missouri Court of Appeals last week. Dowd, an attorney who has practiced law in St. Louis for more than 20 years, will fill the vacancy on the appellate court created by the retirement of Judge Glenn A. Norton.

“Jim Dowd is a highly respected attorney with more than two decades of experience in the courtroom,” Gov. Nixon said. “I am pleased to make this appointment so he can put his legal experience and expertise to use on behalf of the people of Missouri from the appellate bench.”
